According to Ukrainian President Volodymyr Zelensky, neutralizing Russia’s ballistic missile threat is a key to ending the war that continues to ravage his country. “This is Russia’s last major advantage,” he told fellow leaders at the NATO summit earlier this month. Kyiv’s ability to achieve this goal today is limited. So far this year, Russia has launched over 500 ballistic missiles at Ukraine. In June 2026, these attacks contributed to almost 300 Ukrainian civilian deaths. U.S.-made Patriot interceptors are the only reliable defense against Russia’s ballistic missile attacks, but these are in short supply, especially since the war in Iran forced Washington to divert much of its existing stockpile to the Middle East.Zelensky’s answer to this challenge is the Freya, a Ukrainian-developed air defense system he hopes will give the country its own anti-ballistic missile protection while also integrating the country irreversibly with European partners. But this plan is unlikely to work — and could even backfire. Not only will the Freya fail to solve Ukraine’s air defense problems in the near term, but the system’s reliance on foreign technology will institutionalize Ukraine’s security dependence on Europe in ways that could leave Kyiv less secure over the longer term.There is no denying that the Freya is an interesting and innovative platform. Manufactured by Fire Point, its interceptor is based on the Soviet-era 48N6 and 5V55 anti-aircraft missiles used in Russia’s S-300 and S-400 systems, but its internal structure has been modified so that it can be manufactured more cheaply. Each missile is expected to cost just $700,000, less than 25% of America’s top-of-the-line interceptor, the $4 million PAC-3. The addition of a second guidance system could also improve the missile’s ability to locate and destroy incoming ballistic threats. The Freya’s launch system uses Fire Point’s own design, but otherwise the platform relies almost entirely on foreign technology. The Freya is an open architecture system that uses the NATO Link 16 protocol for integration into the European (or NATO) air defense network. Fire Point’s founder Denys Shtilerman argues this approach will offer Ukraine full sovereignty over the defense system. Despite this aspiration, Fire Point is still looking to foreign firms to provide the radars, command and control, and early warning systems (including space-based sensors) that would allow Ukraine to detect and track ballistic threats. For example, it is hoping to use long-range radars from Sweden, France, and Italy along with command-and-control platforms from Norway. The complex web of inputs needed to develop the Freya from concept to reality creates three challenges. First, the “system of systems” approach it assumes is a risky one that has lots of requirements and opportunities for failure. Not only do all the complex components have to be manufactured, but they then must be integrated to ensure that they can work together. This is true of any advanced military system, but the use of inputs from many different countries will make this even more complicated for the Freya’s designers. Even if ultimately successful, this process is likely to be iterative and time-consuming, especially as Ukraine does not have a lot of experience in this area. Second, there is the issue of the export controls Ukraine will need to navigate or bypass to get access to the component technologies. Kyiv is hoping for quick approvals from relevant manufacturers, but these are by no means guaranteed. Due to the sensitivity of these technologies, Ukraine may face legal obstacles or restrictions on what types of systems it can use and how they can be integrated with other foreign platforms. Even if approvals are forthcoming, Ukraine may not get technology transfer that would allow production to occur inside Ukraine and instead may have to rely on joint ventures or foreign acquisition. In other words, Kyiv will likely remain dependent on European partners, even if Ukraine gets more autonomy with the Freya than it has today.Finally, there is the question of funding. Ukraine does not have the money to finance the production of the Freya on its own or to manufacture the system’s missiles at scale, nor does it have the reserves to purchase the foreign components that are required to make the platform operational. Instead, Kyiv requires European investment to be viable in the near and medium term, increasing Ukraine’s growing need for loans and aid from its partners.Zelensky hopes to spur faster funding by advertising the Freya as a pan-European project, one that could eventually become Europe’s standard air defense platform and the basis of an integrated European air defense network. Outward progress toward this goal was achieved earlier this month when nine European countries agreed to invest money and technology in the Freya system at a summit in Paris, but the project’s longer-term trajectory remains uncertain. These three challenges make it unlikely that the Freya will achieve Zelensky’s goals.For starters, the system’s timeline will almost certainly be much longer than Zelensky hopes and too long to help Ukraine this winter and maybe the next. Fire Point has indicated that it hopes to have an operational Freya system by the end of 2026, but this is only six months away and seems impossible given the steps still to complete. More likely, it will take at least two years before the system is up and running. After that, it will take time under real world conditions to calibrate and improve the Freya’s targeting to the point where it can reliably offer Ukraine ballistic missile protection.High dependence on foreign inputs means that the Freya also cannot provide Ukraine the self-sufficiency it will need to guarantee its defense in the future. Zelensky is right that Ukraine’s best security guarantee will be its ability to produce what it needs to defend itself without assistance. But the Freya will not meet that bar. It will rely on western funding and inputs for the foreseeable future and perhaps permanently, leaving Ukraine effectively reliant on external parties for its security. This is a perilous bet for Ukraine, especially as European support shows signs of ebbing. The most dangerous part of the Freya discussion, however, is Zelensky’s self-serving effort to sell the system as a simple solution to Europe’s air defense needs. Zelensky’s description of the platform in this way is not altruistic. Instead, it is a clear play to build the Freya, and by implication Ukraine, directly into Europe’s security architecture. In his mind, this may serve as a kind of security guarantee. If Ukraine’s air defense system becomes the basis of Europe’s protection, he may believe that Europe will have no choice but to help defend Ukraine’s skies in any future conflict.Whether Zelensky’s vision for a European-wide air defense system comes to fruition remains to be seen, but history offers reasons to be skeptical. Many cooperative European defense projects that begin with high hopes have ultimately failed because of a lack of political will, insufficient funding, or national rivalries that derail collaboration. The recent demise of the Future Combat Air System (FCAS), a joint venture between defense firms in France and Germany to produce Europe’s sixth generation fighter, is the latest example. This project collapsed due to disagreements and deadlock between the two countries at the political and industrial levels that stalled the effort. Perhaps the Freya system will break the mold, but it is hard to believe that a joint project between 10 European nations will not face some hiccups along the way.Even if the program does work out, Zelensky’s framing is fraught with problems. Europe is unlikely to risk war with Russia over Ukraine in the future any more than it has been to this point, air defense cooperation or not. This is especially the case because the countries that have been supporting Freya are not abandoning their national projects or looking to be dependent on Kyiv in this area. For instance, Germany continues to test and improve its SAMP/T system even as it supports Ukraine’s program. The European push for redundancy is a good thing, but it will divert funding and interest from the Freya over time.Freya cannot solve Ukraine’s vulnerability to Russian attacks quickly, nor is it a pathway to self-sufficiency. Instead, it will trade Ukraine’s dependence on the United States for dependence on Europe, without offering guarantees of future European integration or military support. None of this means that Ukraine should not pursue the Freya or some other indigenous ballistic missile platform. It absolutely should as part of its quest for an independent defense. But Kyiv should be realistic about what the Freya offers and what it does not.
