More specifically, the hotel is on the northeastern side of the POI, next to the town hall. This is supposedly a safe zone for all players, and everyone is advised not to eliminate others within hotel grounds. Once you've done this, you can complete the quest simply by finding a target and eliminating them while inside the hotel. As the Excommunicado, you'll have a bounty on your head, and your location is revealed. Others within the hotel grounds will receive a notification, letting them know that they will get a reward for taking down the Excommunicado player. Therefore, to complete this quest, you must eliminate a player in The Confidential and then survive for a total of 14 seconds. The best way to ensure your safety is to crouch so that enemy players aren't able to hear you or see any footstep markers, and try to blend in with your surroundings.
