While Form 6 is used for applying for inclusion of a new name in the electoral roll and Form 8 is used for corrections and certain updates, Form 7 deals specifically with objections and deletion of names from the existing voter list.Form 7 can be used when an elector believes that a person's name should not remain on the electoral roll or when an objection is raised against a proposed inclusion. The form can also be used by an elector to request deletion of their own name in specified circumstances.WHAT IS FORM 7Form 7 is officially described by the Election Commission of India as the voter application form for an objection to a proposed inclusion or for deletion of a name from an existing electoral roll. It is governed by the Registration of Electors Rules, 1960.The form is therefore linked to the maintenance and updating of electoral rolls. Electoral rolls need to reflect eligible voters who are ordinarily residing in the relevant constituency. When an entry no longer meets the requirements for remaining on the roll, Form 7 provides a formal route to raise an objection or seek deletion. WHEN IS FORM 7 USEDAccording to the Election Commission, Form 7 can be used in several situations.An elector can use it to request deletion of an existing name because the person has died, is underage, has been absent or permanently shifted, is already enrolled, or is not an Indian citizen. The form also allows an elector to object to the proposed inclusion of a person for specified reasons. An individual can also use Form 7 to request deletion of their own name if they have permanently shifted, are already enrolled elsewhere, or are not an Indian citizen.The Election Commission's guidelines state that the applicant should provide the reason for the objection or deletion and that the responsibility of supporting the reason given lies with the applicant.WHO CAN SUBMIT FORM 7The general instruction for Form 7 says that an application can be made by an elector registered in the existing electoral roll of the constituency. The applicant is required to provide details such as their name, EPIC number and mobile number.If the application concerns another person's entry, the form requires details of that individual. These include the person's name, surname, EPIC number if available and address.The form also has a section where the applicant has to select the reason for requesting deletion or raising an objection.WHAT DETAILS ARE REQUIREDForm 7 asks for basic information about the applicant and the person whose electoral roll entry is being challenged or sought to be deleted.The applicant has to provide their name and EPIC number, along with a mobile number belonging to themselves or, in specified cases, a relative. Details of the person concerned, including their name, EPIC number if available and address, also have to be provided.In cases involving deletion on the grounds of death, the form includes an option to indicate whether a death certificate has been attached.HOW TO SUBMIT FORM 7Form 7 can be submitted through the Election Commission's voter services system. The ECI provides online services for electoral roll-related applications and allows voters to track the status of applications submitted through its system.The Election Commission's electoral roll manual also states that claims and objections can be submitted electronically to the Electoral Registration Officer. Applications can also be submitted through designated officers and other prescribed channels during the relevant claims and objections period.After submission, an acknowledgement number is provided, which can be used to check the status of the application.FALSE INFORMATION IN FORM 7 CAN LEAD TO PENALTYApplicants need to be careful while submitting Form 7 because the form contains a declaration that the information provided is true to the best of their knowledge and belief.The Election Commission states that making a false statement or declaration that a person knows or believes to be false, or does not believe to be true, is punishable under Section 31 of the Representation of the People Act, 1950. The penalty can include imprisonment for up to one year, a fine, or both.Form 7 is therefore an important part of the electoral roll maintenance process. It allows registered electors to formally raise objections or seek deletion of entries when they believe an electoral roll entry no longer meets the applicable requirements.
