The process sets September deadlines, keeps a year-round window for some institutions, and requires scrutiny before approval.Institutions will have to mail the hard copies of original affidavits and annexures to be submitted to the Joint Secretary at the Distance Education Bureau (DEB)The University Grants Commission (UGC) has opened the application window for eligible Higher Educational Institutions (HEIs) seeking recognition to offer Open and Distance Learning (ODL) and online degree programs for the 2026–27 academic year, starting with the January–February 2027 session.The fresh call for applications targets higher education institutions seeking approval under Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its subsequent amendments.Interested institutions can submit their online applications via the official deb.ugc.ac.in between September 1 and September 15, 2026.Institutions will have to mail the hard copies of original affidavits and annexures to be submitted to the Joint Secretary at the Distance Education Bureau (DEB) located at 35 Feroze Shah Road, New Delhi – 110001, by September 25, 2026. REGULATORY CLARIFICATIONSThe commission highlighted that Category-I HEIs and institutions already entitled to offer online programs retain access to a year-round application submission window on the DEB portal.The UGC emphasised that submitting an application does not guarantee automatic approval or recognition.
