Turkey Proposes Russia-Ukraine Black Sea Pact Similar to Grain Deal

Turkey has sent Russia and Ukraine a draft proposal aimed at ending attacks on civilian ships in the Black Sea, a Turkish diplomat told AFP on Thursday. The diplomatic push comes amid a sharp rise in attacks on commercial vessels in the region. The proposal is modeled in part on the Black Sea Grain Initiative, a wartime deal brokered by Turkey and the United Nations in 2022 that allowed Ukrainian agricultural exports to pass through the Black Sea.
