TD stays outside PAR as easterlies bring rains over parts of PH

MANILA, Philippines — A tropical depression outside the Philippine area of responsibility (PAR) is unlikely to enter the country’s monitoring zone, but rains are expected over parts of the Philippines due to the easterlies and northeasterly wind flow, the state weather bureau said Tuesday. As of 3 a.m., the tropical depression was estimated at 2,790
