State to fully digitalise e-HRMS for further transparency in its operations

The State government has decided to enhance transparency in its functioning by fully digitalising the e-HRMS (human resource management system).The e-HRMS envisages bringing all aspects of the government staff like their appointment, service records, pay related aspects, promotions and other issues onto a single platform. The government is planning to digitalise data pertaining to 3.48 lakh employees working in different departments. Digitalisation of 93% of the data pertaining to staff working in 38,710 offices across the State has been completed and Chief Secretary Sanjay Jaju has directed the officials to complete uploading the remaining data before October 15.He said the effort for digitalisation was aimed at ensuring that priority would be given to digital permissions and at the same time, enhance speed and transparency in service delivery. Steps would be initiated to ensure that all the permissions and government orders would be issued in digital mode in the near future.The Chief Secretary was particular that e-Sanction process of the Finance department should be brought fully into digital mode. Accordingly, systems should be streamlined in such a manner that financial services, sanctions and payments related works were made completely online. This apart, technical permissions pertaining to developmental works should also be hosted online with officials from assistant engineer to chief engineer levels would accord permissions online.Likewise, steps should be taken to provide online sanctions to direct benefit transfer schemes through verification of Aadhaar and other details. The Chief Secretary wanted the departments to designate a senior official as nodal officer in every department to supervise the process of digitalising various works besides ensuring effective coordination between them for resolving troubles if any encountered during the transition.
