Nagsimula ang problema sa tubig ng San Jose del Monte nang pumasok ang PrimeWater, na dating pag-aari ng mga Villar. Nag-takeover na ang city government matapos ma-expose ang problema at pinili nito ang Metro Pacific Water bilang interim water operator. Sa kabila nito, problema pa rin ng mga residente ang suplay ng tubig.
