Panel for scheduled castes issues notice to Keralam Chief Secretary, SPC over alleged attack on Congress MLA Ramya Haridas

The National Commission for Scheduled Castes (NCSC) has taken suo motu cognisance of the alleged assault involving Congress legislator Ramya Haridas.Formal notices have been issued to the Chief Secretary and the State Police Chief (SPC) in the matter.The commission acted based on media reports about the incident that took place on September 4 in which Ms. Haridas was involved in an altercation with fellow party workers in Chirayinkeezhu.The commission has mandated the senior officials to submit a detailed action taken report within seven days of receiving the notice. The State authorities have been directed to submit relevant details including the date and location of the incident, the specific police station involved, the nature of the alleged crime, and the full identities of the victim and all accused persons.The commission also sought details regarding the First Information Report (FIR), invoked legal provisions, arrests made, progress towards a chargesheet or final police report, and any compensation granted to the victim in accordance with the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act.The NCSC has explicitly warned that failure to comply within the stipulated deadline could lead to the exercise of its civil court powers under Article 338, which would entail issuing formal summons requiring the Chief Secretary and the SPC to appear before the commission either in person or through a designated representative.
