NVIDIA Vulkan Frame Rate Up-Conversion "FRUC" Merged To FFmpeg

Upstreamed to the FFmpeg multimedia driver code this weekend is support for Frame Rate Up-Conversion "FRUC" making use of the NVIDIA Vulkan Optical Flow extension. Frame Rate Up-Conversion enables generating higher frame rate video from lower frame-rate video content via inserting interpolated frames. FRUC helps improved the perceived visual quality With NVIDIA Optical Flow going back several years to Ada generation GPUs they have supported this hardware-accelerated functionality while upstream FFmepg is now gaining support for FRUC using the Vulkan version of NVIDIA Optical Flow. More details on NVIDIA's FRUC can be found via their various documentation. This NVIDIA FRUC support in FFmpeg depends upon the underlying Vulkan API driver supporting the VK_NV_optical_flow extension. The code was merged on Saturday to FFmpeg Git across a series of "fruc_vulkan" commits. Around the same time yesterday I also saw this commit via the FFmpeg RSS feed of merging of the NVIDIA RTX Video Filters branch to FFmpeg too. But that code seems to have been backed out with as of this morning no longer seeing it in the latest FFmpeg Git activity. That merge was adding filters for NVIDIA RTX Dynamic Vibrance via NVIDIA's DeepDVC network on CUDA, video upscaling using NVIDIA's DLPP super resolution network, NVIDIA NGX Image Super Resolution network upscaling, NVIDIA Smooth Motion frame generation, NVIDIA RTX TrueHDR, and RTX Video Super Resolution.
