Lithuania’s government approved an additional €15 million ($16.8 million) in financial assistance to Ukraine on Wednesday, Oct. 7, directing the funds through the World Bank and European Investment Bank (EIB) to support reconstruction and strengthen the country’s economic resilience amid Russia’s ongoing war. Funding Ukraine’s recovery and reconstruction The €10 million ($11.2 million) contribution to SPUR 2.0 will support a World Bank financing mechanism designed to mobilize additional resources for Ukraine’s recovery. Established in June 2026, the program allows donor contributions to generate approximately three times their value in concessional lending. According to Lithuania’s Finance Ministry, $2 billion in donor contributions could unlock around $6 billion in loans to Ukraine on favorable terms. The program also includes a private-sector component aimed at encouraging investment and supporting Ukraine’s economic recovery. Lithuania previously contributed €10 million ($11.2 million at the Oct. 7, 2026 exchange rate) to the original SPUR program in 2023. The remaining €5 million ($5.6 million) will go to the EIB’s EU4U Fund, which finances critical infrastructure reconstruction and projects strengthening Ukraine’s economic resilience. The EIB requested additional contributions from member states in July after previously committed funding for Ukrainian projects was nearly exhausted. Lithuania also contributed €10 million to the EU4U Fund in 2023. Lithuania reaffirms long-term commitment to Ukraine Since Russia launched its full-scale invasion in February 2022, Lithuania’s Finance Ministry has allocated more than €93 million ($104.2 million) to Ukraine through international financial institutions and EU mechanisms, alongside €26 million ($29.1 million) in bilateral assistance. Valys said Ukraine’s financial requirements and the international community’s continued assistance would be among the central issues discussed at next week’s annual meetings of the World Bank and International Monetary Fund. During a September meeting with Ukrainian Ambassador Olha Nikitchenko, Valys said Ukraine’s security was inseparable from Europe’s and reaffirmed that assistance to Kyiv would remain a priority during Lithuania’s presidency of the Council of the European Union in the first half of 2027.
