India, China differ in wording on border issue after PM Modi-Xi meeting

The Indian and Chinese statements issued after Prime Minister Narendra Modi’s meeting with President Xi Jinping on Saturday reveal a difference in how the two countries see the relationship between the boundary question and broader bilateral ties.In its statement, China called on both sides to advance bilateral relations and address the boundary question at the same time. It said they should seek “parallel, mutually reinforcing progress” on the two fronts while maintaining peace and tranquillity in the border areas.“The two sides should stay committed to advancing bilateral relations and resolving the boundary question, seek parallel, mutually reinforcing progress, and maintain peace and tranquility in the border areas,” the Chinese statement said.India’s readout framed the border situation differently. It said PM Modi emphasised that peace and tranquillity in the border areas remained “an essential basis for the continued development of bilateral relations”. He also underlined the need for both countries to observe existing agreements and understandings on border-related issues.According to the Indian statement, the two leaders expressed a commitment to a “fair, reasonable, and mutually acceptable” resolution of the boundary question, taking into account the overall bilateral relationship and the long-term interests of the people of both countries. The point of divergence lies in the order of progress.China’s wording envisages movement on the wider relationship and the boundary question in parallel. India’s wording makes peace and tranquillity along the border the basis on which the wider relationship can continue to develop.India's stated condition concerns the situation on the ground: the border must remain peaceful, and existing agreements must be observed.The difference carries weight after the 2020 Galwan clash, which sharply damaged ties.
