The Hind Rajab Foundation (HRF) has asked the International Criminal Court prosecutor to investigate Israeli health and defence officials, the Israeli Medical Association (IMA) and medical staff over the alleged death, torture and ill-treatment of Palestinian detainees at the Sde Teiman detention facility since 7 October 2023. In its Article 15 communication, HRF said the conduct of the accused amounts to war crimes, crimes against humanity and genocide under the Rome Statute. Former health ministers Moshe Arbel and Uriel Buso and IMA president Zion Hagay have been named in the complaint. It timed the filing to coincide with the World Medical Association (WMA) General Assembly in Rotterdam, which ran from 7 to 10 October. HRF alleges a 19 December 2023 Health Ministry directive required staff to treat detainees handcuffed and blindfolded, barred them from identifying themselves by name, and authorised forced treatment without safeguards. It says at least 29 detainees had died at the site by November 2025. The group also accuses the IMA of providing “institutional cover”, citing an April 2024 letter by IMA leaders in The American Journal of Bioethics saying detainees were receiving “appropriate medical care”. HRF said the IMA opened no disciplinary proceedings.
