Convention to press for corrective measures in Kalyana Karnataka region

Neela addressing press persons in Kalaburagi on Saturday (September 12). | Photo Credit: ARUN KULKARNI The Kalyana Karnataka Pradesh Abhivruddhi Horata Samiti will organise a ‘Regional Balanced Development Resolution Convention’ (Pradeshika Asamatolana Nivarana Sankalp Samavesha) on September 17 in Kalaburagi city to deliberate on the region’s development concerns and press the State government to implement corrective measures.Samiti general secretary K. Neela, addressing press persons here on Saturday (September 12), alleged that the Human Development Index (HDI) indicators identified by the Nanjundappa Committee had deteriorated further, according to the findings of the recently constituted Govind Rao Committee, despite substantial allocations to the Kalyana Karnataka Region Development Board (KKRDB).She said the KKRDB’s budget and programmes should be recast from a human-development perspective, with priority to education, employment, healthcare, irrigation and social infrastructure.The samiti demanded that the government immediately fill nearly 30,000 vacant teaching posts in the region and recruit for vacancies in other departments. It also sought a separate ministry for effective implementation of Article 371(J) of the Constitution.Ms. Neela urged the government to simplify the rules governing KKRDB grants while making the Board more accountable to the people.She called for plans to utilise Karnataka’s full share of 700 tmcft of Krishna basin water and provide irrigation to nearly 15 lakh acres in Kalyana Karnataka region. She also sought the necessary gazette notification from the Centre for implementing the 1976 Bachawat Award provision on the release of 15 tmcft of water from Maharashtra’s Ujjani reservoir into the Bhima river.The samiti also demanded recruitment of teaching and non-teaching staff in universities, better infrastructure including laboratories, libraries and hostels, and special skill-development programmes for educated unemployed youth.The convention would also discuss establishing industries across the region, farm-loan waivers, and measures to improve the agricultural sector and the quality of primary education.
