The UNODC report, An Interconnected Criminal Ecosystem: Transnational Organized Crime Threat Assessment for Southeast Asia, highlights that cigarettes legally manufactured in Indonesia and Vietnam are being diverted from legitimate trade and smuggled into the Philippines, particularly via routes leading to Mindanao. According to the assessment, smugglers often rely on small wooden vessels to move cigarettes directly from Indonesia into Mindanao, avoiding customs and excise obligations. Field interviews in Zamboanga in March 2026 indicated that non-state armed groups benefit financially from this trade, using the income to support recruitment, logistics, and other illicit activities.
