ARTE Europe Weekly: When Does a Hybrid War Become a Real War?

A series of sabotage attacks in the EU all point back to Russia. Now the EU has to decide how to respond.Europe has done everything to avoid escalating confrontation with Russia, but an increase in sabotage attacks on EU soil could force its hand. Experts are questioning whether the current conflict can still reasonably be called a ‘hybrid war’ as Russia tests Europe’s limits.
